David Cannon

David Cannon has over 30 years of higher education and governmental experience. David was brought into higher education as the as Vice Chancellor of Finance and Data Management for the Ohio Department of Education, where he led transformation of funding Ohio’s public colleges and university. David was responsible for the $2.4 billion budget and led the state efforts toward performance funding. Working with all public colleges and universities in Ohio, the team was able to develop a funding formula that distributed all state funds on a performance basis and oversaw Data Management at the Department, which was utilized to make policy recommendations to the Governor’s Office and Legislature.
Following his years at the Ohio Department of Education, David accepted the challenge of becoming CFO at Owens Community College. Owens was the first higher education institution declared in “Fiscal Watch”, under Ohio law. David led them out of “Fiscal Watch” within 12 months and provided for a long-term plan for financial solvency.
David’s background reflects his ability to improve the financial operations at several North Carolina colleges. While serving in these roles, David instituted long-term financial planning, improving internal controls, and focus on operational efficiencies. David is currently assigned as Interim CFO at Presentation College to improve financial operations and develop a financial plan for the institution.
David’s background also reflects experience in governmental finance having served as the Chief Financial Officer for Union County in Monroe, North Carolina, and the County Administrator of Delaware County, Ohio. Under his financial leadership, both counties were able to achieve a AAA bond rating.
David has a Master’s in Business Administration from Webster University in St. Louis, Missouri and a Bachelor of Science in Finance from The Ohio State University. He has also served our country as a member of the U.S. Air Force and as a Platoon Leader in the Ohio Army National Guard.
